A Cigarette License is necessary in order to sell cigarettes or tobacco products in the State of Wisconsin. Detailed information can be found in the Wisconsin Alcohol Beverage and Tobacco Laws for Retailers manual. Licenses are renewed annually and run from July 1 through June 30.

The Village of Somerset is divided into zoning districts to ensure that land uses, buildings, and development patterns are compatible with surrounding properties and contribute to the orderly growth of the community.

Some types of land uses, however, have unique characteristics that may not be appropriate as automatically permitted uses within a zoning district. These uses may have varying impacts on neighboring properties, public facilities, traffic, noise levels, or other community interests. At the same time, they may provide important services or benefits and can be appropriate in certain locations when carefully reviewed.

These types of uses are known as Conditional Uses. A conditional use may be allowed within a zoning district when the Village determines that the proposed location, design, development, and operation of the use are compatible with surrounding properties and consistent with the public interest.

The Conditional Use Permit (CUP) process allows the Village to evaluate each proposal individually and, when appropriate, establish conditions to minimize potential impacts and ensure the use operates in a manner that is compatible with the surrounding area. This review helps balance property rights, community needs, and the long-term goals of the Village.

The Village of Somerset requires that all dogs five months of age or older be licensed. The license year is January 1 through December 31. In order to process a dog license, a current rabies vaccination record must be provided. This information can be obtained from your veterinarian.

Village residents may apply for a dog license by mail, in-person, or by using the utility drop box. Whichever method you choose, you must complete a dog license application, provide a rabies vaccination record and payment.

To report a dog running at large, please obtain as much information as possible about the animal and contact the Police Department.

No person shall erect a fence in the Village without first obtaining a fence permit from the building inspector and paying a fee. The applicant shall provide the building inspector with accurate design information for the proposed fence. Permits may only be issued for proposed fences complying with this Section.

No person shall sell, expose or offer for sale, use, keep, possess, discharge or explode any fireworks except toy pistol paper caps, sparklers and toy snakes within the limits of the Village unless he/she shall be authorized by a fireworks permit as provided in Title 7, Chapter 6, of this Code of Ordinances. The term "fireworks" as used in this Section shall be defined as provided in Section 167.10(1), Wis. Stats., and shall be deemed to include all fireworks, rockets or similar missiles containing explosive fuel.

The Wisconsin public records law authorizes requesters to inspect or obtain copies of records maintained by government authorities.  The identity of the requester or the reason why the requester wants particular records generally do not matter for purpose of the public records law.  Records are presumed to be open for inspection and copying with some exceptions.  Requirements of the public records law apply to records that exist at the time a public records request is made. The public records law does not require authorities to provide requested information if no responsive record exists, and generally does not require authorities to create new records in order to fulfill public records requests.

Any individual (18 or older) who is serving or selling alcohol beverages in an establishment with a Class A or Class B license must obtain an operator's license (commonly called a bartender’s license), unless the person is under the “immediate supervision” of one of the following:

  • The licensee
  • Someone with the privilege of an operator's license
  • A person with an operator's license
  • The approved agent of a corporation or limited liability company

Applicant must be 18 years or older, may not have been convicted of a felony or be a “habitual law offender,” and have completed a responsible beverage server training course.

Except as provided in Section 70.27(1), Wis. Stats., when it is proposed to replat a recorded subdivision, or part thereof, so as to change the exterior boundaries of a recorded subdivision, or part thereof, the subdivider or person wishing to replat shall vacate or alter the recorded Plat as provided in Sections 236.40 through 236.44 of the Wisconsin Statutes. The subdivider or person wishing to replat shall then proceed, using the approval procedures for Preliminary and Final Plats prescribed in this Article.
 
Whenever a Preliminary Plat for a replat is filed, the Village Board shall schedule and hold a public hearing before it acts on the plat. Notices of the proposed replat and public hearing shall be published and mailed to adjacent property owners following the same procedures as found in Section 14-1-32(b).
 
Whenever an approved Final Plat is submitted for reapproval within six (6) months of the initial resolution approving the plat, and which is substantially in conformance with the approved plat, and which has not been recorded with the Register of Deeds, said plat shall be reapproved by the Village Board. No Final Plats shall be reapproved by the Village Board following the expiration of the six (6) month period. Such plats shall be submitted as a new plat. All previous approvals shall be null and void and shall have no further bearing on the subsequent review and approval of the plat by the Village.

Signs shall not be erected or altered until a permit has been reviewed and approved by the Zoning Administrator/Building Inspector. "Altered" shall be defined as any modification in the size, height, dimensions, location or mounting of a sign other than routine maintenance.

The streets in possession of the Village are primarily for the use of the public in the ordinary way. However, under proper circumstances, the Village may grant a permit for street use, subject to reasonable municipal regulation and control.

Terminating Utility Services

A change or amendment may be initiated by the Village Board, the Plan Commission or by a petition of one (1) or more of the owners or lessees of property within the area proposed to be changed.
 
Applications for any change to the District boundaries or amendments to the regulations shall be filed with the Village Clerk and shall describe the premises to be rezoned or the regulations to be amended, list the reasons justifying the petition, and specify the proposed use.

The Plan Commission shall hold a public hearing as provided for in Sec. 62.23(7)(d), Wis. Stats., and review all proposed changes and amendments within the corporate limits and shall recommend that the petition be granted as requested, modified or denied. The recommendation shall be made in writing to the Village Board.
 
Following such hearing, the Plan Commission shall make a recommendation on the proposed ordinance effecting the proposed change or amendment. The Village Board shall then review the recommendation and make its determination.
